Abstract:

With the deepening of the new medical reform, China's public hospitals have achieved rapid development. The state has also given a lot of financial support to the health cause, so as to meet the masses' requirements for public medical services. However, under the background of the continuous promotion of the new medical reform and in the important period of the transformation from the old system to the new one, some hospital staff are affected by some bad values, leading to deviation of beliefs and behaviors, seeking personal gains by taking advantage of their positions, encroachment on national assets, and committing crimes. In addition to personal factors, the occurrence of this situation is closely related to the lack of clean government education and risk prevention system in hospitals. Therefore, in the new era, how to do a good job in hospital honest risk management and supervision has important practical significance.

摘要：

随着我国新医改的不断深入，国家对于卫生事业给予了大量资金支持，以满足群众对于公共医疗服务的要求，公立医院因此获得了快速发展。但是在新医改持续推进的背景下，在新旧制度转变的重要时期，部分医院的工作人员受到不良价值观影响，信念、行为发生偏离，利用职务之便谋取私利，侵害国家资产，走向违法犯罪的道路。这种情况的发生，除了个人因素外，还与医院的廉政教育、风险防范制度缺失有密切关联。因此在新时期新形势下，如何做好医院廉政风险管理与监督具有重要现实意义。
